Help Me Understand

According to an Associated Press report out of Washington –

“Working closely with President-elect Barack Obama, House Democrats on Thursday called for $825 billion in federal spending and tax cuts to revive the economy, with strong emphasis on energy, education, health care and jobs-producing highway construction.”

I have two questions about these matters. First, is there somewhere that highway construction is not currently going on? Everywhere I go it seems that’s all I find. I not just talking about where I live, I travel a good bit and it’s everywhere, seems to me.

Secondly, are most of these folks who have lost their jobs (auto workers, school teachers, Wall Street types, etc.), are they going to be really good at, and excited about, building highways?

I know I’m not the sharpest knife in the drawer, but I’m just wondering who’s in charge of the asylum?
